This requires a copy of your rental contract, your cedula or passport, and a completed transfer form. The transfer process takes approximately one to two weeks. Once the bill is in your name, you can use it immediately for DNIT purposes.
ESSAP Water Bill (Factura de ESSAP)
Water bills from ESSAP are accepted by DNIT on the same basis as ANDE electricity bills. The bill must be in your name and recent. ESSAP covers the greater Asuncion area and other major municipalities. If your address is in an area not served by ESSAP (some suburban and rural areas use private water services or wells), this option may not be available to you. In those cases, an ANDE bill or one of the other accepted documents should be used instead. Notarized Rental Contract (Contrato de Alquiler Notariado)
A rental contract that has been notarized by a Paraguayan escribano (notary public) is accepted by DNIT. The key word here is notarized -- a simple private rental agreement (contrato privado) without notarization is generally not sufficient for DNIT. The contract must state your full legal name, the complete address of the property, the rental term, and the notary's seal and signature. Notarization typically costs between 200,000 and 500,000 PYG depending on the escribano. The contract must be current -- an expired rental contract is not valid proof of current domicile.
Certificado de Vida y Residencia (Police Certificate)
The Certificado de Vida y Residencia from your local comisaria (police station) is accepted by DNIT. This certificate requires two witnesses and costs approximately 50,000 PYG. The letter must reference a real, physical street address (not a PO Box) and must be issued in the name matching your cedula or passport. Hotel or Airbnb bookings

Mobile phone bills
Bills from Tigo, Claro, or Personal mobile phone services are not accepted by DNIT for RUC purposes. Mobile phone accounts do not have verified physical addresses in the same way that ANDE or ESSAP accounts do. Even postpaid mobile bills, which some banks may accept, do not meet DNIT's standard.
Foreign address documents
Any address document from outside Paraguay is rejected. Your RUC must be registered to a Paraguayan address. Document too old
The document was valid when you submitted it online but has since expired by the time of your in-person appointment.
Fix: Obtain a fresh proof of address before your in-person appointment. If using a utility bill, get the most recent one. If using MyPyMail, request a new letter with an updated date.
Wrong document type
You submitted a document that DNIT does not accept (mobile phone bill, non-notarized contract, etc.).
Fix: Obtain one of the accepted document types listed above. The fastest option is a virtual address letter from MyPyMail (same day) or a Certificado de Vida y Residencia (a few hours, if you have witnesses available).
Poor quality scan
The digital copy uploaded to Marangatu is blurry, cropped, or illegible. Stamps and signatures are not visible.
Fix: Rescan the document using a scanner app (CamScanner, Adobe Scan) in good lighting. Ensure the entire document is visible, including edges, stamps, and signatures. Use PDF format for best results.
Timeline: From Address Proof to Active RUC

How to Fix Address Issues on an Existing RUC

Log in to the Marangatu portal and navigate to the "Datos del RUC" (RUC Data) section. Select "Modificacion de Datos" (Data Modification) and update your address fields.
