Step 1: Prepare Your Documents

Step 2: Visit SET or Use the Online System

The RUC is issued by SET (Subsecretaria de Estado de Tributacion), Paraguay’s tax authority. You have two options:

In Person: Visit the SET office (main office in Asuncion or regional offices). Bring all documents and be prepared to wait. Office hours are typically Monday-Friday, 7:00 AM - 1:00 PM.

Online: Paraguay has been digitizing its tax services. Some steps can be initiated through the Marangatu system (SET’s online tax platform). However, first-time registration often requires at least one in-person visit.

Step 3: Complete the Registration Form

Fill out the Formulario de Inscripcion (Registration Form) with:

  • Personal information (name, cedula number, nationality)
  • Address details
  • Economic activity code (actividad economica) — SET uses a classification system similar to NAICS codes
  • Expected income range

  3. You receive the company RUC as part of the registration confirmation

For businesses not registered through SUAE, a separate RUC application at SET is required with all corporate documentation.

After Getting Your RUC: Obligations

Invoice Issuance

With a RUC, you can issue legal invoices (facturas) for services or goods. You need to order official invoice books (talonarios) from an authorized printer — SET maintains a list of authorized printers.

Electronic invoicing (factura electronica) is being phased in for businesses above certain thresholds. Your accountant can advise whether you qualify.

Tax Filing

Depending on your regime, you will need to file:

  • Monthly IVA returns (if applicable)
  • Annual income tax returns (IRP, IRPC, or IRACIS)
  • Informative returns as required

Record Keeping
