What Is a Cedula?

A cedula (formally Cedula de Identidad) is Paraguay’s national identity card. For Paraguayans, it is their primary form of identification. For foreigners with residency, it serves the same purpose — it is your official ID in Paraguay and the single most important document you will carry.

Think of it as the Paraguayan equivalent of a Social Security card, driver’s license, and national ID rolled into one. Without it, you cannot open a bank account, register a business, sign a lease, or conduct almost any official transaction.

Why Is the Cedula So Important?

In Paraguay, the cedula number is your universal identifier. It is used for:

• Banking: Required to open any bank account
• Business: Needed to register a SAS company or any business entity
• Tax registration: Your RUC (tax ID) is linked to your cedula
• Property transactions: Required for buying real estate
• Government services: All interactions with public institutions require it
• Contracts: Rental agreements, service contracts, and legal documents reference your cedula number
• Voting: For citizens (not applicable to foreign residents, but shows its importance in daily life)
• Mobile phone registration: SIM cards are registered to your cedula

Without a cedula, you are essentially unable to function officially in Paraguay. It is the first document you should prioritize after obtaining your residency.

How Foreigners Get a Cedula

The cedula for foreigners is issued by the Departamento de Identificaciones (Department of Identifications) of the Paraguayan National Police. Here is the process:

Prerequisites

Required Documents

• Residency approval document from Migraciones (Immigration)
• Passport (original and copy)
• Birth certificate (apostilled and translated into Spanish)
• Two passport-sized photos (specific format requirements apply)
• Payment receipt for the cedula fee (approximately 40,000-80,000 guarani, or about $5-10 USD)

The Application Process

1. Visit the Identificaciones office in Asuncion (located in the Palacio de Justicia area) or a regional office
2. Submit your documents at the window
3. Biometric data collection — fingerprints and a digital photo are taken on-site
4. Pay the fee at the designated cashier
5. Receive your cedula — processing typically takes 1-5 business days, though same-day issuance is sometimes possible for an additional fee

In-Person Requirement

Unlike some steps in the residency process, the cedula must be obtained in person. There is no way around this — the biometric data collection (fingerprints and photo) requires your physical presence.

What the Cedula Looks Like

The Paraguayan cedula is a plastic card similar in size to a credit card. It contains:

• Your full name
• Your cedula number
• Date and place of birth
• Nationality
• Photo
• Fingerprint
• Date of issue and expiration
• The word “EXTRANJERO” (foreigner) for non-Paraguayan nationals

Temporary vs Permanent Cedula

• Temporary residency cedula: Valid for the duration of your temporary residency (usually 2 years). Must be renewed when you renew your residency.
• Permanent residency cedula: Valid for 10 years. Issued once you obtain permanent residency status.

The cedula number itself remains the same when you upgrade from temporary to permanent — only the card and its validity period change.

Renewal and Replacement

Renewal

Your cedula expires when your residency status expires. Renewing it requires visiting the Identificaciones office again with your updated residency documents. Plan ahead — do not let your cedula expire as this can complicate banking and other official matters.

Lost or Stolen

If your cedula is lost or stolen, you need to:

1. File a police report (denuncia policial)
2. Visit the Identificaciones office with your police report and passport
3. Pay a replacement fee
4. New biometric data may or may not be required

Carry a photocopy or digital photo of your cedula at all times as backup. Store the original safely when not needed.

• Get your cedula as soon as possible after residency approval — do not delay
• Keep a photocopy in a separate location from the original
• Store a photo of both sides on your phone
